Exerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (PHILRACOM) held on July 9, 2008 at 4th Floor Electra House Bldg., Esteban St., Makati City.

RESOLUTION NO. 13 SERIES OF 2008 WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races as provided in Presidential Decree No. 420; WHEREAS, the Philracom aims to improve the breed of Philippine horses; WHEREAS, it is within the mandate of the Philracom to give priority to races involving local horses; WHEREAS, pursuing its mandate to give priority to races for local horses, the Philracom must give special/priority race for Class 3 and above local horses; WHEREAS, for the said special/priority races for class 3 and above local horses, priority shall be given to the races for local horses whenever there is a quorum of entries of local horses; WHEREAS, in such prioritized races for local horses, six (6) declared entries will be sufficient to proceed with the race; WHEREAS, in such prioritized races for local horses, free handicapping mutually and jointly formulated by the PRCI, MJCI and PHILRACOM handicappers must be submitted to the Philracom for approval; NOW THEREFORE, the Philracom resolves, as it hereby resolves, to give special/priority race for Class 3 and above local horses whenever there are six (6) declared entries or a quorum of entries are present; RESOLVED FURTHER, that free handicapping be applied in the said priority races for local horses to be mutually and jointly formulated by the PRCI, MJCI and PHILRACOM handicappers to be mutually and finally approved by the Philracom; RESOLVED FINALLY, that this Resolution to give special/ priority races for local horses be made effective on July 26, 2008.
